PwC’s Technology Consulting team work with organisations to design IT strategies, develop technology architecture and design, and build enterprise application solutions, sourcing, project management and operational management.

We are looking to expand our Project Delivery services (PDs) team, a key part of our Technology Consulting business, which has been recently developed as part of our desire to build a diverse and inclusive workplace that leverages technical capability to provide in demand delivery skills to our clients, at the right time. We are currently seeking a Commercial Manager to join our exciting new team.

The Commercial Manager , supports the Commercial Director in managing and delivery of the Projects’ Commercial Management Office. The position will manage and balance the day to day management of the contractual and commercial arrangements with service providers, whilst providing both tactical and strategic direction to the overall management of the project commercial arrangements.

The position will be responsible for management of the key commercial contracts with service providers, management of client and key stakeholder engagement both internally and externally to the project (including with the commercial and contract management teams of the Department) and status reporting for the commercial management aspects of the project. The role will provide oversight of key Commercial Management Office (CMO) functions including service provider management and engagement, commercial issue and risk management, service provider performance management, commercial and contract management governance and reporting, Government Furnished X (Material, Software, Services, Facilities, etc.), and financial management.

Experience Required · 10+ years of contract and commercial management experience of significant ICT
        related services contract and service in a Government environment, including: o
        Management of commercial interdependencies within a multi-vendor ICT service provision environment; o
        Application of the Commonwealth Procurement Rules; o
        Management of service provider performance in delivery of significant ICT services and infrastructure services; o
        Leading and conducting complex negotiations with ICT service providers; o
        Managing commercial risks and issues in delivery of ICT services and infrastructure; o
        Liaison with legal advisers in the management of legal and contract related matters related to the service provision; o
        Establishing and managing commercial and contractual governance and controls for monitoring and reporting, in line with reporting schedules; o
        Engaging and managing stakeholders at all levels; o
        Leading commercial and contract management teams to deliver project outcomes.
        · Large scale multi-vendor ICT contract and commercial management is highly desirable.
        · Sound knowledge of ICT is essential.
        · Defence experience desirable.
        Key Responsibilities · Provide leadership and management to the commercial and contract management function, including the receipt and acceptance of contractual deliverables.
        · Provide leadership to the management of the commercial and contractual performance of service providers, working with the Delivery Office Team in particular.
        · Identify and manage commercial and contractual risks and issues of each service provider and the project, engaging with service providers and their effective management.
        · Provide leadership and management of a multi-disciplined project team and coordinate activities including support to commercial, financial and GFx management.
        · Apply established commercial, contractual, operational, professional and administrative activities, procedures, practices and project management methodologies.
        · Provide leadership to the management of commercial and contractual change between Defence and service providers, including the management of contractual change processes and effective negotiation with service providers – delivering value for money in the service and goods provision to Defence.
        · Provide leadership the management of GFx within the project.
        · Provide leadership, including advice and management of procurement activities related to the project, including conducting procurement activities for goods and services in alignment with the Commonwealth Procurement Rules and Defence policy.
        · Work cooperatively with other commercial, contract and procurement management teams across Defence.
        · Build and sustain stakeholder engagement, including communication with influence and negotiate effectively.
        · Influence and motivate team members and actively lead group activities.
        · Analyse and interpret project performance against agreed plans and develop and evaluate strategies to achieve project outcomes.
        · Takes the initiative to resolve issues by identifying and developing ideas through analysis of alternative courses of action and their implications.
