About the roleWe are looking for an experienced application Technical Advisor to join the Applications Technical Management team to contribute towards the delivery of quality IT services, by playing a key role in the public response initiatives such as case and intelligence management and mobility. The Technical Advisors are involved in all phases in the application or infrastructure service life-cycle, including inception, design, development, operation, improvement, archiving and decommission.Some of your duties will include:

  • Software Development Life Cycle (SDLC) technical advice:
  • Requirements specifications – provide advice to define non-functional and technical specifications to ensure there is an acceptable level of requirements gathered before work estimation;
  • Statement of Work (SOW) – provide advice to ensure the architectural solution, scope and effort are within Victoria Police policies and standards and meet quality and acceptable effort expectations;
  • Development – provide technical advice to ensure test plans cover required aspects and provide advice as requested by the business, Project Management Office (PMO), and/or Service Delivery Management;
  • Transition to support – provide advice to ensure deliverables comply with agreed quality and readiness for transition to support;
  • Changes – provide recommendations to the Change Manager to ensure changes are within accepted levels of risk and quality; and
  • Post implementation – participate in post implementation reviews to gather learnings for future projects
  • Continuous Service Improvement (CSI):
  • Landscape – maintain a comprehensive view of application and infrastructure services and their interrelation and maintain up-to-date technical information to allow the provision of sound technical advice;
  • Currency – participate in the creation of strategy and plan to improve services based on an application and infrastructure currency status; and
  • governance – participate in the analysis of application and infrastructure services to ensure they are delivered within Victoria Police's desired levels of quality, risk and Service Level Agreements (SLAs). Participate in the development of IT policies, standards, guidelines and patterns
Some backgroundThe IT Service Delivery department is driving a significant change agenda in moving towards a new future. It has transformed the way in which it works in order to better ensure consistency and excellence in the delivery of IT services.IT Service Delivery maintains responsive information, communication and technology services, including the delivery of enhancements to IT services supporting and enabling Victoria Police in the servicing of the community in accordance with changing business requirements.As a unit of IT Service Delivery, the focus of the Service Operations Office is to manage the delivery of operational IT Services by:

  • Integrating the key IT service provider ensuring efficient and effective end-to-end service delivery; and
  • Governing the services provided by the IT service providers to ensuring adherence to quality, cost and budget requirements
Skills and experience

  • Demonstrable knowledge and experience with mobile applications and underlying technology;
  • Strong technical background specifically in .NET applications running on midrange servers on UNIX/Windows/LINUX operating systems;
  • Proven experience in working in an outsourced environment and the governance of IT service providers;
  • Demonstrated experience in governing the development and implementation of application solutions;
  • Demonstrated experience in a highly complex environment – in terms of the business processes and technology landscape;
  • Demonstrated experience in the development, implementation and ongoing maintenance of an application roadmap to address issues such as ageing technology; significant growth; high volume transactions and user base;
  • Strong commitment to partnering with our service providers to ensure collective success in the delivery of IT operational services for Victoria Police;
  • Proven experience in monitoring the performance of service providers in accordance with contractually agreed service levels;
  • A proactive approach to the management of any emerging issues or risks that may potentially impact the quality of services delivered by the IT service providers;
  • Application security knowledge and experience, including solution integration and secure cloud solutions would be highly advantageous;
  • A team player with strong leadership, communication and influencing skills; and
  • A tertiary qualification in a relevant discipline such as information technology or/and industry based accreditation such as ITIL v3 are highly desirable
